The first seminar was held on February 17-18, 2023, in Guba city within the project “Improving access of women and girls with disabilities to public services in Baku, Ganja, and Guba-Khachmaz region” funded by the UN Trust Fund to End Violence against Women and managed by the "Disabled Women's Society" Public Union to end violence against women. The goal of the seminar was to bring together members of the local community to discuss about how to end discrimination in relation to issues of attitudes and behavior, violence against women and girls with disabilities in public, and the significance of community support. Local community members from the city of Guba, as well as women and girls with disabilities and their family members attended the seminar.

Mahluga Rahimova, the chairwoman of the "Disabled Women's Society" Public Union, opened the seminar and provided the participants with extensive information about the project. Information about stereotypes and incorrect attitudes about disabilities and disability in society was presented during the seminar. They discussed the work that will be done by the project that is being implemented in this area and its significance. Additionally, the difficulties that women and girls with disabilities face in their families were discussed, and it was emphasized how crucial it is for communities to protect their rights and assist them in this regard.

A coordination council was formed among people with disabilities in Khachmaz, Gusar, and Guba on the first day of the seminar. The purpose of forming this council is to investigate the difficulties and problems faced by people with disabilities, gather their expectations and solutions to the problems, and present them to the established Coordination Council consisting of state institutions.
It should be noted that the main goal of the project “Improving access of women and girls with disabilities to public services in Baku, Ganja, and Guba-Khachmaz region” is to improve the accessibility and quality of public services for women and girls with disabilities from low-income families, including internally displaced families. Within the framework of the project, at certain stages, the problems faced by women and girls with disabilities will be made public, their social issues will be researched and analyzed, and awareness rasing work will be implemented to eliminate the subjective issues of people in this category. One of the main directions of the project is to train employees of social, healthcare, justice, employment, education, and law enforcement organizations in professional ethical communication with women and girls who have different types of disabilities and communication difficulties, as well as the communicative knowledge and skills to serve them. The project covers the cities of Baku, Ganja and the regions of Guba, Gusar and Khachmaz, and will be implemented during the period of September 2022 - August 2025 (36 months).
